Job description

We are seeking a compassionate, strategic and experienced Head of Policy & Standards to join our Senior Leadership Team. In this key role you will lead a dedicated team of policy and EDI professionals who play a key role in public protection by setting the standards we expect for over 340,000 health and care professionals on our Register and for education providers who run education programmes leading to registration in one of the 15 professions we regulate.

You will collaborate closely with our regulatory functions (education, registration and fitness to practise) to lead the ongoing review and development of HCPC’s regulatory framework. In particular, you will lead the team responsible for developing and maintaining the:

-        standards we set for education providers (our Standards of Education & Training) delivering education programmes that lead to registration.

-        behavioural standards (our Standards of Conduct Performance and Ethics) we set for registrants

-        standards of proficiency (the skills and competencies) required for registrants.

-        oversee the creation and refinement of regulatory guidance, and policies.

 

Having recently reviewed our Standards of Proficiency and our Standards of Conduct Performance and Ethics we are at the early stage of a major review of our Standards of Education & Training.  You will have the opportunity to lead the team undertaking this review.

 

Key Responsibilities:

  • Lead the continuous review and development of HCPC’s regulatory framework.
  • Oversee the creation and implementation of regulatory standards and guidance.
  • Leading internal research initiatives and projects as well as devising, commissioning and managing HCPC’s programme of externally delivered research, ensuring it is responsive and aligned to our strategic objectives.
  • Ensure all requirements set by our regulator (the Professional Standards Authority) are consistently met or surpassed.
  • Build and maintain strong productive working relationships with internal and external stakeholders.

 

What We’re Looking For:

  • An ambitious and experienced leader with in-depth knowledge of policy and guidance development, ideally within a regulatory or public sector setting.
  • Proven ability to lead a specialised function, manage workloads, and make independent decisions in a complex environment.
  • Strong credibility to influence stakeholders, build relationships, and inspire trust and confidence.
  • A track record of managing competing priorities and delivering high-quality outcomes.
